KUALA LUMPUR (May 16): Opposition leader Datuk Seri Dr Wan Azizah Wan Ismail has submitted a motion to debate the Public Accounts Committee's (PAC) Governance Management Control report on troubled strategic development fund 1Malaysia Development Bhd (1MDB) in the Dewan Rakyat.

The motion was listed as the 11th order under the Dewan Rakyat's Standing Orders and Motions.

Dewan Rakyat speaker Pandikar Amin Mulia had earlier stated that the PAC report, which was tabled in Parliament on April 7, could be debated in the Dewan Rakyat.

In her motion, Wan Azizah said the House has taken note on the findings and recommendations of the PAC in the report. The House also noted that the authorities in a few countries like Switzerland, the United States, the United Kingdom, Singapore, Luxembourg, Hong Kong and Australia have started probes on 1MDB, on allegations of corruptions and money laundering linked to the company.

"The speaker of the Dewan Rakyat also (previously) noted that the PAC report can be brought and debated in the upcoming Dewan Rakyat sitting," Wan Azizah added.

Meanwhile, PKR's Gopeng Member of Parliament Lee Boon Chye also submitted a motion for the Dewan Rakyat to fix a special sitting to debate on the PAC report.

His motion was the last motion, or number 15th on the order.

Lee said in his motion that the PAC report has exposed weaknesses in 1MDB. Several new developments have also occurred after the PAC report was tabled in Parliament last year, including International Petroleum Investment Co (IPIC) and its subsidiary Aabar Investment PJS (Aabar) having announced in London Stock Exchange that they did not own Aabar Investment PJS Ltd (Aabar BVI), a company registered in British Virgin Island.

"This latest development will affect 1MDB's effort in paying back his debt and implement[ing] the rationalisation plan. Therefore, it is to be agreed that this House will fix a special sitting to debate on the PAC report on 1MDB," Lee said.

Opposition lawmakers had expressed disappointment that the PAC report was not debated on April 7, as well as the non-tabling of the Auditor General's final audit report, as it was classified under the Official Secret Act.

The 116-page long PAC report had recommended that the authorities investigate former 1MDB chief executive officer Datuk Shahrol Azral Ibrahim Halmi and others who were responsible for the 1MDB scandal.

Also, the PAC recommended that the advisory board to be dismissed and the reference of prime minister in the Article 117 of the 1MDB memorandum and articles of association to be changed to "Minister of Finance". Also, all assets of 1MDB is to be transferred to Minister of Finance Inc (MoF Inc), who is the shareholder of the company.

The MoF Inc had announced the adoption of these recommendations on the structure of the 1MDB on May 5, whereby the whole board of directors offered to resign, while 1MDB's president and chief executive Arul Kanda Kandasamy will continue to hold his position until further notice.
