KUALA LUMPUR (Aug 27): The Ministry of International Trade and Industry (MITI) has completed the preliminary determination of anti-dumping investigation on the imports of iron or non-alloy steel cold rolled coils (CRC) of width more than 1,300 millimetres from China, Japan, South Korea and Vietnam.

In a statement today, MITI said under Section 23 of the Countervailing and Anti-Dumping Duties Act 1993, it found that there are sufficient evidence to continue with further investigation on the importation of CRC from the alleged countries.

It said the petition filed by Mycron Steel CRC Sdn Bhd, on behalf of the domestic industry producing the like product, had claimed that imports of CRC originating in or exported from the alleged countries are being imported into Malaysia at a price lower than the selling price in their domestic market which had caused material injury to the domestic industry in Malaysia.

"The government has also decided to impose a provisional measure, which shall be in the form of provisional anti-dumping duties guaranteed by a security equivalent to the amount of the dumping margins determined in the preliminary determination.

"Provisional anti-dumping duties ranging from nil to 26.39 per cent will be applied on imports of subject merchandise from the alleged countries and shall be effective not more than 120 days from Aug 27, 2019.

"The provisional measure will exclude tin mill black plate and subject merchandise imported for the purpose of automotive and fin wall transformer end usage," it said.

Based on the findings of the investigation, a final determination will be made no later than Dec 24, 2019, MITI added.

Interested parties can have access to the non-confidential version of the report on the preliminary determination by submitting a written request to the ministry.
