KUALA LUMPUR (Sept 28): Opposition lawmaker Tony Pua has questioned if the 12th Malaysia Plan (12MP) will be implemented successfully this time, saying that it resembled the previous five-year national roadmaps.

This as the member of Parliament for Damansara claimed that 80% to 90% of the proposals that were put forward in the 12MP are more or less the same as the 11MP and the 10MP.

“Who will reject the 12MP proposals like on “increasing the competitiveness of the halal industry to seize greater global halal market opportunities?” or “stimulating the electronics and electrical (E&E) industry to a higher value chain through design and development activities, as well as front end manufacturing”?

“If so, what are the factors that will guarantee the success of the 12MP compared to the previous Malaysia plans which have failed to achieve the same goal? What specific policies will be implemented that are different from previous years?” he asked during the debate on the 12MP in Parliament on Tuesday.

To recap, the halal industry is expected to contribute 8.1% to the country's gross domestic product (GDP) and generate RM56 billion in export revenue by 2025 from RM30.6 billion in 2020, according to the 12MP report released by the Economic Planning Unit (EPU) on Monday. The halal industry would be strengthened to produce competitive domestic halal industry players in capturing a bigger global halal market share.

Meanwhile, the E&E industry is targeted to contribute RM120 billion to GDP and generate RM495 billion in export earnings by 2025, with the E&E industry players encouraged to adopt advanced technologies and produce more sophisticated products, resulting in higher productivity and growth.

Pua said the government, at the very least, must announce the main reasons behind why the previous Malaysia plans had failed in achieving their goals.

“Only by understanding the grounds and roots of the failures, the government can (then) change or refine (the) policies towards completing the delivery and success of the 12MP. Unfortunately, specific policies were not included in the 12MP book.

“Therefore, I can only conclude that although the 12MP is filled with many good general policy proposals that should be supported, it will fail to achieve its goals like the previous Malaysia plans because many of the ministries are still being led by ministers who make Malaysia into a joke,” he added.
