KUALA LUMPUR (July 29): Yang di-Pertuan Agong is disappointed that the Cabinet had decided to revoke the Emergency Ordinances promulgated during the state of emergency without receiving his consent.

In a statement, Comptroller of the Royal Household Datuk Indera Ahmad Fadil Shamsuddin said Al-Sultan Abdullah Ri'ayatuddin Al-Mustafa Billah Shah was likewise displeased that the proposal to revoke the ordinances was not debated in Parliament even after he had given his consent to the matter while granting a virtual audience to de facto law minister Datuk Seri Takiyuddin Hassan and Attorney-General Tan Sri Idrus Harun on July 24.

The comptroller added that the King would like to stress that Takiyuddin’s statement to Parliament on the cancellation of the ordinances was inaccurate and had confused the Members of Parliament (MPs).

To recap, Takiyuddin announced that the ordinances had been revoked after a July 21 Cabinet meeting on the matter.

"Because the ordinances have been revoked, the issue of annulment is no longer relevant," the minister said during the first day of the five-day special Parliament sitting on Monday.

Ahmad Fadil added that his Majesty also stressed that the request to revoke the Emergency Ordinances enforced on July 21, 2021 had been done in a hurry without being presented in Parliament, and his contradictory and confusing statement not just failed to respect the principle of the rule of law as stated in Rukun Negara, but also undermined the functions and powers of His Majesty as the supreme head of the nation as stated in the Federal Constitution.

“His Majesty is aware of the necessity to act on the advice of the Cabinet as stipulated in Article 40(1) of the Federal Constitution.

“However, he has expressed that in his role as the supreme head of the nation, he has an obligation to advice and rebuke if there are any unconstitutional acts carried out by any parties, especially those who perform the functions and powers of His Majesty Yang di-Pertuan Agong.

Ahmad Fadil also said that the King had urged the MPs to focus on the people’s welfare and problems during this special Parliamentary session in order to find solutions to the issues facing the people and the country during the pandemic.

The King, however, also expressed his appreciation that Parliament has reconvened, as per the recommendation of the Conference of Rulers after their June 16 meeting, said the comptroller.
