KUALA LUMPUR (Feb 16): The Selangor government has scrapped the proposed RM2.4 billion Kinrara-Damansara Expressway, after concessionaire Kidex Sdn Bhd failed to fulfill conditions set by the state authorities.

In a statement today, Selangor Menetri Besar Mohamed Azmin Ali said Kidex had failed to submit by last Saturday (Feb 14), the traffic, social and environmental impact assessment reports on the the 14.9 km highway, which would link Puchong and Damansara.

Mohamed Azmin said Kidex did not specify the projected toll to be collected under the concession, and the rate of return to the investment. He said Kidex also failed to disclose the full content of the concession agreement.

“The state government has informed Kidex to fulfil the conditions before Feb 14, 2015. As none of the conditions were fulfilled by Kidex by the time of deadline, the Selangor state government has announced the cancellation of the Kidex project.

“Apart from economic development, the Selangor administration will emphasise on the social and humanistic contribution of any project it approves," Mohamed Azmin said.

He said the same approach would be used to consider applications for other highways under the jurisdiction of the Selangor government.

Mohamed Azmin said the state government's decision on Kidex had taken into consideration, the public’s view on the matter.

“The state government also is of the view that any construction of highways will not only benefit the users of the highway, but the residents near the location where the highway is built," Azmin said.
