KUALA LUMPUR (Nov 2): Royal Institution of Surveyors Malaysia (RISM) had announced their support to Board of Valuers, Appraisers, Estate Agents and Property Managers (BOVEAP) for a single board to govern the Property Surveying Division (PSD).

The PSD represents property valuers, real estate agents and property managers.

In a statement today, RISM president Sr. Mohammad Azmi Mohd Zin said local institutions will face difficulties in the preparation and auditing of curriculum if there is a separation of the regulatory bodies.

“It will cause the supply of future workforce to mismatch their qualification with their job competencies,” he said.

Azmi added that all varsities in Malaysia and overseas offer a programme based on a unified curriculum comprising property valuation, estate agency, and property management.

On another note, Azmi said the different regulatory bodies for the real estate industry will result in confusion to the public at large, adding the duplication and overlapping functions in administering complaints, disciplinary procedures, professional practice standard and others.

“The registration of related professional practices under different boards will distress the practitioners, as it will mean more bureaucratic procedures to follow which will translate into higher costs of operation for both public and private sectors resulting the disfavouring of the clients.

“For the regulators, they will not be informed of the disciplinary issues of their registrants in other boards. If all comes under a single board, the regulator will be aware of the registrants’ tendencies.” he said.

Moving forward, RISM wishes to see a more mutually all-engaging BOVEAP with all its stakeholders to move ahead with time.

RISM is the only professional surveying non-governmental organisation to be established in Malaysia with 10,000 members, and about a quarter of its members are from the PSD.

The practitioners are legislated and regulated by BOVEAP.
