PUTRAJAYA (Feb 14): The government is currently in discussion as to how it can streamline the enforcement on digital pirated content, in order to make it more effective.

Minister of Communications and Multimedia Gobind Singh Deo said Putrajaya acknowledges the gravity of rising pirated content in the country, adding there should be more proactive measures taken to fight digital piracy.

Citing a survey, Gobind said as at 2018, Malaysian internet users downloaded a whopping 84 million pirated files from the online downloading platform Bit Torrent.

He said his ministry will work together with other ministries such as the Domestic Trade and Consumer Affairs Ministry, to ensure smoother enforcement against the act.

"One problem that I have observed is that when it comes to the public issuing complaints, it goes to different agencies. And these agencies tend to push the problem to one another and the issue does not get addressed. As such, the public loses trust in the system," he told reporters on the sidelines of the Kuala Lumpur Digital Content Anti-Piracy Summit.

"So we need to ensure that when complaints are made, it goes to one central agency and the agency has the power to take enforcement," he added.

Gobind said the matter was still under discussion and there is not yet a timeline for implementation.

He also said existing policies in place to protect intellectual property content was not strong enough.

"We are looking at making amendments (to existing laws). But the most important thing is to ensure there is a system in place to effect it. If the law is not felt, then there would not be a point," he said.
