PETALING JAYA (October 29): There is no need to establish a separate board to register and regulate property, facility and strata managers as the three professions are already being regulated by different bodies, said the Board of Valuers, Appraisers, Estate Agents and Property Managers (BOVAEP).

“This is in line with the statement by KPKT (Ministry of Housing and Local Government) deputy minister Senator Datuk Raja Kamarul Bahrin Shah, who said there may not be a need to do so,” the president of the board Nordin Daharom said in a press statement today in response to EdgeProp.my's report that KPKT and the Malaysian Institute of Property and Facility Managers (MIPFM) will be discussing the viability of having a separate board of property and facility managers. 

Nordin also stressed that the registration of property managers comes under the Valuers, Appraisers, Estate Agents and Property Managers Act 1981 (Act 242).

“With the amendment of Act 242, the registration of property managers has been established separately from the registration of valuers, appraisers and real estate agents under the board, to oversee the property managers who manage strata and non-strata properties, such as office complexes, business complexes, condominiums or apartments and the like,” he said.

Strata managers are regulated by the Commissioner of Building under the Strata Management Act 2013 (Act 757) while the facility managers are regulated by the Construction Industry Development Board (CIDB), he added.

Nordin said the board has been undertaking various initiatives such as roadshows and briefing sessions throughout the country to encourage property managers to be registered. 

To date, a total of 1,266 property managers have been registered by the board. "We will continue to be committed and serious in regulating the profession of valuers, appraisers, real estate agents and property managers in the real estate sector in Malaysia to ensure the well-being of the people," said Nordin.

To recap, MIPFM president Sarkunan Subramaniam had in a press conference after the opening of MIPFM Conference 2018 last week said: “We want efficiency and [are calling] for one register. Property, facility and strata managers are one and the same profession. What is needed are separate boards for property management, estate agents and valuers for each to chart their own course, which currently are all under one board. It is not ideal for the growth of each of these professions.”

Raja Kamarul, who was also present at the press conference, said that the ministry is open to discussion on the matter.

“We do not wish to reinvent the wheel if need be, seeing BOVAEAP is already registering property managers. But at the same time, my ministry also needs to regulate the strata property managers or agents as defined in [The Strata Management Act 2013]. However, we are willing to discuss further to come out [with] the best practice for the industry.

“In this respect, we would welcome MIPFM, having the largest membership of over 900 members who are involved in property, facility and strata management to give your ideas and opinions for our considerations,” Raja Kamarul had said. — EdgeProp.my
