KUALA LUMPUR (June 22): Human Resources Development Fund (HRDF) chief executive Datuk CM Vignaesvaran Jeyandran has tendered his resignation as the chief executive of the fund.

In a statement today, HRDF said Vignaesvaran's resignation was with effect from yesterday (June 21).

HRDF deputy chief executive Lim Kah Cheng will be acting chief executive, effective immediately.

Lim graduated with a Bachelor's Degree in Technology from the University of Science Malaysia and pursued his Masters in Business Administration at University Putra Malaysia. He is also a chartered fellow with the Chartered Institute of Personnel and Development (CIPD) as well as the first fellow of the Australian Human Resources Institute (FAHRI) in Malaysia

The Minister of Human Resources has directed HRDF to establish a Governance Oversight Committee with a mandate to assist HRDF's board of directors to fulfil its oversight responsibilities.

"The committee shall review all aspects of the board's governance framework to ensure the board functions in an effective and efficient manner, to support the operations of the HRDF.

"Members of the committee will be announced following HRDF's annual general meeting next week," the statement read.

As an agency under the purview of the Ministry of Human Resources, HRDF will continue its mandate to promote efforts to up-skill, re-skill and multi-skill Malaysian talent for global competitiveness.

HRDF has been thrust in the media spotlight of late due to claims of an alleged misappropriation of RM300 million in funds.

Skills training centre SG Education Group chief executive officer Datuk Seri Ganes told reporters last week he had submitted evidence to the Malaysian Anti-Corruption Commission (MACC) of the alleged misappropriation.

Prior to making the MACC report, Ganes had in a recent HRDF town hall meeting brought up the matter of a training provider who also sits on the HRDF board. He said this created a conflict of interest as the board member is in a position to channel HRDF contracts to his own company. Human Resources Minister M Kulasegaran and Vignaesvaran were also present at the meeting.

Kulasegaran replied during the town hall that if any of the HRDF board members were confirmed to be service providers, then they would be asked to resign.

In an interview with The Edge Financial Daily on Wednesday, Vignaesvaran denied that he had tendered his resignation, or had been asked to do so.

He also said he was baffled by the misappropriation claims.
